Mexico’s Secretariat of Communications and Transportation (SCT) has issued a notice to all airports in Mexico stating that they must now conduct safety inspections on all foreign aircraft for any private non-revenue flights. Charter/commercial flights are not included in this notice.

UPDATE July, 9, 2019: These inspections will be conducted from May 20^th – August 27th and have reportedly been extending normal processing times up to an hour .

This new regulatory requirement came after an accident involving an N-registered aircraft in Coahuila, Mexico earlier this month. The inspections are focused on safety and security requirements and making sure that foreign aircraft comply with them.

Local authorities are using a “checklist” to facilitate the inspection process, as follows:

From Article 131 of Mexico’s Civil Aviation Law:

1. El certificado de aeronavegabilidad y el certificado de homologación de ruido anexo a aquél; (airworthiness and noise level certificates)
2. El certificado de matrícula; (registration certificate)
3. El libro de bitácora; (log book)
4. La autorización de operar como estación radioaeronáutica móvil; (radio license)
5. El manifiesto de peso, carga y balance; (weight and balance)
6. El manual de vuelo; (flight manual)
7. La lista de equipo mínimo cuando el certificado tipo así lo señale; (minimum equipment list)
8. La información pertinente de la publicación de información aeronáutica del país; (AIP manual)
9. Las cartas adecuadas y actualizadas que abarquen la ruta que ha de seguir el vuelo proyectado, así como cualquier otra ruta por la que, posiblemente, pudiera desviarse el vuelo; (flight charts with routes)
10. El plan de vuelo; (flight plan)
11. La póliza de seguro vigente; (insurance policies)
12. La lista de comprobación a que se refiere la fracción VII del artículo 109 de este Reglamento;
13. El manual general de operaciones; (ops manual)
14. El plan operacional de vuelo (flight plan)

And from Article 29 of the Chicago Convention:

• Certificado de matrícula; (registration certificate)
• Certificado de aeronavegabilidad; (airworthiness certificate)
• Las licencias apropiadas para cada miembro de la tripulación; (crew licenses)
• Diario de a bordo; (look book)
• Si esta provista de aparatos de radio, la licencia de la estación de radio de la aeronave; (radio license)
• Si lleva pasajeros, una lista de sus nombres y lugares de embarco y destino; (list of pasengers and place of embarkment and disembarkment)
• Si transporta carga, un manifiesto y declaraciones detalladas de la carga. (if transporting cargo, a manifest and declaration of the cargo)
