Business Aviation Regulatory Update – December 2024

Europe: Delayed EU-LISA EES Rollout
- The EU-LISA Entry/Exit System (EES) Phase 1 missed its November 10th launch date.
- The European Commission is now adopting a “Progressive Approach”, with phased implementation over the next six months.
- Details are pending approval from EU Member States and stakeholders.
UK: Electronic Travel Authorization (ETA) Program
- The UK ETA program launches January 8, 2025, for most nationalities in the Americas and parts of Asia.
- EU nationalities will follow by March 6, 2025.
- Operators flying to the UK must ensure compliance with both Visa and ETA requirements.
Denmark and EU: New Taxes and SAF Mandate
- Denmark introduces a Passenger Tax effective January 1, 2025, adding to existing European operational taxes.
- Also starting January 1, the ReFuelEU SAF Mandate goes live:
- New sustainable aviation fuel (SAF) usage, monitoring, and reporting requirements.
- Significant impacts on EU-ETS compliance.
ETS and CORSIA Reporting Seasons
- January 16 marks the unofficial start of the ETS Reporting season:
- Eurocontrol will release the final 2024 dataset for UK ETS, EU ETS, and CORSIA compliance.
- Starting January 1, 2025, Brazil ETS compliance with CORSIA begins:
- Operators must submit new monitoring plans.
Global APIS Expansion
- Kenya now mandates API/PNR submissions.
- Ensure your operation is equipped to handle expanding Global APIS requirements.
U.S. Customs Decals for 2025
- Private aircraft operators flying to the U.S. should request their 2025 Customs Decal via DHS’s DTOPS website.
