Universal Aviation Japan reports that multiple fuel suppliers at Haneda Airport (RJTT) in Tokyo have started refusing to refuel aircraft with passengers onboard. This new practice is due to safety concerns outlined in the local suppliers’ agreements, which prohibit refueling with passengers (POB) onboard.

Currently, this restriction is only in effect at RJTT, but it is Universal Aviation Japan’s opinion that this will soon be adopted at other airports across Japan.

Universal Aviation Japan is working with local fuel suppliers to understand why this decision is being implemented now and if there are any suppliers who will continue to refuel with passengers onboard at RJTT. So far, the answer is no.

In the meantime, it is advised to plan accordingly and verify refueling policies at your destination airport.

We are watching closely to see if and when other Japanese airports begin enforcing this.
