Summer Olympics in Beijing Approach; Watch Enews for Crucial Ops Information
The 2008 Summer Olympics will run from 8-24 August in Beijing, China, bringing with them a host of operational considerations for the region. In the coming weeks, Universal® Enews will provide information gathered from our subject matter experts and external resources so that subscribers can better plan Olympic trips and regional travel overall.

Slots and Permits
Beijing-Capital International (ZBAA) normally allows only 10 general aviation movements per day. While this is expected to increase during the Olympics, the government has not announced any changes in capacity as yet.
The Civil Aviation Authority China (CAAC) will process and approve permits for most flights in July. At publication time, CAAC had still not received government VVIP flight plans and schedules; CAAC cannot arrange slots for business and private jets until they receive this VVIP schedule.
Recommended alternates to ZBAA include:
- Tianjin-Binhai (ZBTJ) - 30 minutes from Beijing by train, 60-90 minutes by car. This location will have more availability in accommodations. ZBTJ has 74 dedicated general aviation parking spots.
- Shijiazhuang (ZBSJ) - 20-minute flight from Beijing, two hours by car. Recommended for aircraft parking only. Not recommended for crew rest.
Parking
The CAAC is expecting more than 500-plus general aviation aircraft and has requested that operators shorten their parking requests in Beijing to a maximum of six nights. A total of 89 aircraft parking spots are available at ZBAA. Permits will be issued with the following priority, in descending order:
- Government flights
- Olympic-affiliated flights
- All other flights
The majority of landing permits and parking confirmation are expected to be complete in early July. Government invitees and Olympic sponsors will have first priority in parking then the rest of the business flights with local sponsors. Flights without any sponsor in China will have to provide proof of visit (a copy of the Olympics tickets) and meet other additional requirements in landing application. Handling
ZBAA's new general aviation terminal remains under construction, but will be completed and ready to use during the Olympics. Passengers will be transported from aircraft to the GA terminal via airport shuttle–no private vehicles will be allowed.
Complete crew and passenger manifests will be required for CIQ advance clearance 24 hours prior to arrival and departure. This must include numbers of crew and passengers, correct spellings of names as they appear on passports, and the passport number. Discrepancies between lists and documents will result in fines to clients as well as handlers.
Accommodations
Hotels are scarce in Beijing. All five-star hotels are sold out for the Olympics; three- and four-star hotels may have premium pricing or no-refund clauses in place. Minimum stays and full pre-payment may be required.
Ground Transportation
Chinese authorities are allowing a limited number of vehicles onto the street at a time, based upon license plate numbers. Expect significant road delays and advise crew to allow more travel time between the airport and their hotels.

NBAA Again Urges Congress to Pass FAA Reauthorization Bill

"NBAA last week applauded congressional action taken thus far to fund the Federal Aviation Administration (FAA) and modernize America's aviation system, and once again called upon Congress to pass final FAA "reauthorization" (funding) legislation before the end of 2008. On 26 June, the Senate cleared a three-month extension of FAA funding and programs through 30 September 2008. 'NBAA appreciates the good work Congress has done to date on FAA reauthorization,' said NBAA President and CEO Ed Bolen. 'This short-term extension is a good step, because it will give the FAA authority to continue to operate. But today's action also underscores the need to pass a multi-year reauthorization bill that will provide stability and build on the efforts already underway to modernize the nation's air transportation system. NBAA Denounces Attack on General Aviation As Inaccurate and 'Over the Top'

"NBAA last week dismissed a report attacking general aviation as inaccurate and out of touch with the critical role small business aircraft play in supporting jobs, transportation, and economic activity in communities across the country. According to NBAA President and CEO Ed Bolen, the attacks, included in a document released by two Washington organizations, 'start with a ridiculous caricature of general aviation that has been heavily promoted by the airlines, but bears no relationship to reality. Then, it throws a barrage of baseless, over-the-top claims against the wall to see if anything sticks. In the end, none of the allegations stick, because the report is both inaccurate and distorted.' Does an Aircraft Need a 406 MHz ELT When Flying Internationally?

"Recent amendments to the International Civil Aviation Organization Standards and Recommended Practices, which took effect on 1 July, require that operators of both private and commercial aircraft have at least one 406 MHz emergency locator transmitter (ELT) on board when flying internationally. Operators Receiving NavCanada GST Questionnaires

"NavCanada has begun sending questionnaires to business aircraft owners regarding the application of a 5 percent goods and services tax (GST) on air navigation service charges. The Canadian Revenue Authority is asserting that non-commercial operations are not exempt from GST. Commercial operators are exempt from the GST and should complete and return the questionnaire to NavCanada. Part 91 operators may either complete and return the form or elect not to return the form at all. NBAA is working with the International Business Aviation Council and the Canadian Business Aviation Association to counter the GST application, and NBAA requests that any operator that receives an invoice for GST on NavCanada user fees contact NBAA's Operations Service Group at info@nbaa.org"

House Approves NASA Reauthorization Bill

"The House of Representatives approved legislation reauthorizing the National Aeronautics and Space Administration (NASA) through the next fiscal year. HR 6063, the NASA Authorization Act of 2008, recommends increases in NASA's overall FYO9 budget to support aviation programs and the Aeronautics Research and Development Mission Directorate, including aviation safety, NextGen modernization, noise, energy efficiency, and aircraft emissions. FAA Modifies Rule for Part 135 ETOPS

"On 16 June, the FAA published a direct final rule to clarify the qualifications for individuals who may certify by signature the extended operations (ETOPS) pre-departure service check (PDSC) for ETOPS flights. The change will allow the PDSC for ETOPS flights departing from locations outside of the U.S. to be accomplished and signed off by maintenance personnel who have the requisite experience and training to return the aircraft to service. Previously, the rule had indicated that only personnel with FAA-issued airframe and power plant licenses could conduct the PDSC. NBAA advocated strongly for this change, which will remove significant challenges most Part 135 operators would have faced complying with the rule when operating outside the U.S. The change was made effective immediately. - (ALL - Brazil) Brazilian-based customers, or those international operators continuing operations within Brazil, cannot fuel via UVair® card or fuel authorization at domestic airports within Brazil. (Domestic airports do not have on-site customs office, and are classed "not an airport of entry.") If clients must fuel at SBSP, SBNF, SBSR, SBAQ, SBCY, fuel credit may be obtained through the handling agent. Handlers purchase fuel direct from the supplier, pay in local currency, and incur all taxes, duties, and fees as applicable. UVair is then invoiced by the handler in USD; as such, fuel prices will be nearly double the UVair price estimate, since taxes, duties, and fees-plus a 15% administrative fee-will be added. Standard UVair pricing within Brazil includes taxes duties and fees as applicable only to international operations.
- (ALL - Western Canada) Confirm fuel availability at these western Canadian airports: Calgary (CYYC), Edmonton- International Airport (CYEG), Edmonton-Blatchford Field (CYXD), Grande Prairie (CYQU), Fort McMurray (CYMM), Yellowknife (CYZF), Saskatoon (CYXE), Regina (CYQR), and Winnipeg (CYWG).
- (ALL - France) All aircraft must present a valid Aircraft Operator Certificate (AOC) as proof of exemption prior to fueling, or be subject to VAT of 19.6 percent.
- (DBBB) Cotonou, Benin - fuel supply has returned to normal.
- (EIDW) Dublin - authorization to fuel with passengers on board must be requested on day of arrival. If permission is given, an overseer with vehicle must standby until fueling is complete to ensure passengers can evacuate in case of an emergency. All aircraft must present a valid Aircraft Operator Certificate (AOC) as proof of exemption prior to fueling, or be subject to VAT of 13.5 percent.
- (FAJS) Johannesburg, South Africa has an unreliable fuel supply. Advise fuel volume requirements on your fuel request and confirm availability.
- (FALA) Lanseria, South Africa has fuel supply direct via Execujet Aviation Services.
- (FGSL) Malabo - no takeoffs or landings allowed between 1000-1800L daily; fuel will be given as normal without restrictions.
- (FKKR) Garoua, Cameroon has a limited fuel supply. Advise requirements on your fuel request and confirm availability.
- (FLLS) Lusaka, Zambia has no fuel available until further notice.
- (FZQA) Lubumbashi, Democratic Republic of the Congo is experiencing a fuel shortage. Tanker or divert if possible and if necessary confirm that fuel will be given.
- (FZWA) Mbuji-Mayi, Democratic Republic of the Congo has no fuel available until further notice.
- (HKNW) Nairobi, Kenya - fuel supply has returned to normal.
- (HLKF) Kufrah, Libya - only national and VIP flights will be fueled. No fuel will be provided to flights departing for out-of-country destinations.
- (HTZA) Zanzibar Island, Tanzania has an unreliable fuel supply. Advise fuel volume requirements on your fuel request and confirm availability.
- (LEVC) Valencia, Spain - all fuel operators will be charged an additional fee, estimated at $35 USD, for fueling at the south aircraft parking zone.
- (LFKB) Bastia, France - fuel supply has returned to normal.
- (LFKC) Calvi, France - fuel supply has returned to normal.
- (LFKJ) Ajaccio, France - fuel supply has returned to normal.
- (LFRS) Nantes-Atlantique, France - fuel supply shortages are expected each weekend through Mondays in July due to maintenance work being done on storage tanks. It is recommended that you tanker fuel on weekends. Also, be sure to obtain a confirmation response before assuming that fuel will be given.
- (NSFA) Apia, Samoa - no fuel available to non-scheduled operations through at least 15 July.
- (OMDB) Dubai, United Arab Emirates - expect lengthy fueling delays due to the logistics of transporting fuel at a large airport, and that commercial operators always take first priority. Fueling on arrival is recommended. Request that handler direct the fuel truck and driver to stand by at parking position to minimize delays.
- (PTKK) - Truk Island, Micronesia has no fuel available until further notice.

Two people were killed and nine injured Wednesday when a small explosive device went off in the southern Russian resort city of Sochi, host of the 2014 Winter Olympics, the Interfax news agency reported. "From preliminary information, we can say that the blast was due to an unidentified explosive device," investigator Valery Khan was quoted as saying by Interfax. Last month, a small explosive device detonated in Sochi killed one person. A popular holiday resort on the Black Sea coast, Sochi and its surroundings have escaped the ethnic violence that has plagued the wider north Caucasus region, particularly Chechnya, some 500 kilometers (310 miles) to the east.

Security forces have control of the streets of Ulaanbaatar after the president declared a four-day state of emergency to quell violent protests over the country's recent elections. The Mongolian capital was reported to be largely calm on Wednesday, a day after thousands of people took to the streets to protest alleged widespread vote rigging. Police had largely sealed off the capital center and a curfew was in force, witnesses said. Nambaryn Enkhbayar, the Mongolian president, declared a state of emergency late on Tuesday after the ruling party’s headquarters was torched by protesters.

Nearly four million truck owners have begun an indefinite strike to protest rising fuel bills. The soaring price of global crude oil has forced the Indian government to cut subsidies and raise prices. Truck operators say they have been hit hard by oil prices which have risen by 40 percent since January. Trucks carry food and other essential commodities in India and the strike is expected to hike prices. Analysts worry this latest development will worsen double-digit inflation and slow growth in the country.

At least four people were killed and 30 others injured when a man rammed his tractor into a bus and several cars in Jerusalem before being shot dead. Israel's national rescue service said at least 30 people were wounded. Wednesday’s attack has caused chaos in downtown Jerusalem. Israeli police say they are treating the incident as an attack, and not an accident. Chaos erupted as the man drove the heavy vehicle along the busy Jaffa Road in west Jerusalem, hitting the bus and at least one car. Several people opened fire at the man driving the tractor, journalists said. "I saw the tractor ramming a car on Jaffa street, people started to shout, and I came out of the bank and I saw the truck. I shot the driver and the truck stopped," a security guard at a nearby building said. The tractor driver is said to have been from occupied East Jerusalem, and he had been working at the light rail system. Traffic was halted and hundreds of people are reported to have fled through the streets. At the scene of the attack, injured people lay on the ground amid piles of broken glass and blood stains on the ground. The driver of the tractor was slumped motionless over the steering wheel, witnesses said. There was no word on a motive or claim of responsibility.

Spanish Prime Minister Jose Luis Rodriguez Zapatero said his government is no longer prepared to negotiate with ETA to put an end to Basque separatist violence, according to an interview published Sunday. In a nine-page interview in leading daily El Pais, Zapatero said trying to negotiate with ETA had not produced good results. "Dialogue has proved useless, seeing what ETA has done," Zapatero said. "There is not going to be dialogue." In March 2006, ETA declared what it described as a permanent cease-fire, but reverted to violence nine months later by killing two people in a car bombing at a Madrid airport parking garage after failing to wrest concessions in peace talks with Zapatero's government. ETA has killed more than 825 people since 1968 in its quest to carve out an independent country from parts of northern Spain and southwestern France. The government acknowledges it was caught off guard by the 2006 blast and has been cracking down on ETA ever since, arresting dozens of its members and suspending two pro-ETA nationalist political parties through legal action.

TROPICAL
Tropical Storm Boris is in the eastern Pacific, moving to the northwest at 8 knots. Tropical Storm Douglas is in the eastern Pacific, just west of Mexico, moving northwest at 7 knots.
VOLCANOES
Etna, Italy has an ash cloud from 15,000 to 8,000 feet moving toward south at 10 knots. Kilauea, Hawaii, has an ash cloud from 8,500 to the surface moving toward the southwest at 5-10 knots. Chaiten, Chile, has an ash cloud from 10,000 feet to the surface moving toward the east-northeast at 10 knots. Batu Tara, Indonesia, has an ash cloud from 6,000 feet to the surface moving toward the northwest at 10 knots.
NORTH AMERICA
Isolated thunderstorms are expected over the southeastern U.S., mainly along the Gulf Coast, due to deep moisture and daytime heating. A broad low over eastern Canada and associated cold front extending into Missouri will bring rain showers to much of eastern Canada, with rain and thunderstorms throughout the Ohio River Valley.
ATLANTIC/EUROPE
Thunderstorms are likely over the southwestern North Atlantic in association with a trough of low pressure. Low pressure approaching Portugal will bring rain to the area. Low pressure centered south of Iceland will produce rain showers along with moderate low-level turbulence. A cold front pushing into central Europe will produce rain showers along isolated thunderstorms across parts of Germany southward through Italy and the Balkans. Moderate low-level turbulence will also accompany the front. Low pressure over the U.K. will bring additional thunderstorms to the area.
ASIA
An upper level low over western Russia will produce rain showers along with isolated afternoon and evening thunderstorms. Additional showers and thunderstorms are likely over southeastern Russia in association with another storm system. Another system over south-central Russia will bring rain and isolated thunderstorms to the area. Patchy morning fog is possible along portions of east coast.
SE ASIA/PACIFIC
Isolated thunderstorms are likely over India, Indonesia, and southeastern China, mainly during the afternoon and evening. A trough of low pressure over northeastern China, Korea, and Japan will produce additional thunderstorms. Patchy morning fog is likely over portions of central and eastern China. A broad area of low pressure centered south of Alaska will produce rain showers along with moderate turbulence. A trough of low pressure associated with this low extends southwestward into the central Pacific, and will bring thunderstorms to the area.
SOUTH AMERICA
Thunderstorms are expected across mainly northern South America. A cold front approaching extreme southern Chile and Argentina will produce rain showers along with moderate low-level turbulence. Another system over central Argentina and Chile will bring rain to the area. Patchy morning fog is likely across portions of southeastern Brazil.
AFRICA
Clusters of thunderstorms will continue mainly over the central and western portion of the continent. Patchy morning fog is likely along portions of the Ivory Coast.
AUSTRALIA/SOUTH PACIFIC
Patchy late night and early morning fog is likely along parts of the east coast of Australia. Low pressure off the southeast coast of Australia, approaching New Zealand will produce rain showers along with moderate turbulence.
