Summer Olympics Ops Information
(UPDATED 21 August)

Universal Weather and Aviation, Inc. has representatives based in China ready to assist you now and after the Olympics. Our specialists will help Universal clients coordinate flight plans, permits, fuel, and more with local resources.

In addition, Asia Operations Company (AOC), the Universal Aviation branded location in China, is operating a command center at Beijing (ZBAA) 24 hours a day throughout the Olympic period. AOC will support permits, handling requests, catering, and more. Contact your Universal Trip Support Services Team for more information.

Airports
Primary airports to be utilized during the Olympic period:

  • Beijing Capital (ZBAA)
    • All passengers and crew will be processed at a brand-new FBO operated by Capital Airport on the southwest side of the airport.
    • Actual parking stand will be advised one hour prior ETA; ATC will notify crew upon aircraft landing.
    • Customs and immigration will be cleared in the FBO or possibly aircraft-side if arriving during a busy period.
    • Three VIP lounges are available for passengers and crew in FBO.
  • Tianjin Binhai (ZBTJ)
    • Overflow parking from Beijing.
    • Parking will be limited, as CAAC will try to redirect traffic from Beijing to Tianjin for drop-and-go flights.
  • Shanghai Pudong (ZSPD) - Aircraft parking will be as normal.
  • Qingdao Shandong (ZSQD) - Aircraft parking will be as normal.
  • Shenyang Taoxian (ZYTX) - Aircraft parking will be as normal.
  • Qinghuangdao (ZBSH) - Aircraft parking will be as normal.
  • Hong Kong International (VHHH)
    • Equestrian events.
    • All flights will be organized by Universal Trip Support Services through BAC. Call +852 2949 9000.

Customs and Immigration
Customs and immigration are running very slow in China. It is advised that passengers plan to arrive at the airport at least 30-45 minutes prior to their scheduled departure.

Transportation

  • Ground transportation - ZBAA
    • Crew - Advance notice of at least two days is recommended; otherwise, it will be difficult to arrange and additional expense can be expected, especially during rush periods.
    • Passengers - Advance notice of at least 10 days is recommended, especially for Benz class; otherwise, it will be difficult to arrange and additional expense can be expected, especially during rush periods.

Accommodations

  • For any changes to existing reservations, contact the AOC command center.
  • Additional hotel rooms will be difficult to arrange due to hotel policies during the Olympics.

Fueling

  • Fuel agents must release fuel requests at least two days in advance. Contact the AOC command center for coordination.
  • Aircraft may be repositioned/towed to fueling area during busy periods.

Operations

  • Flight plan filing: Itinerary must be exactly the same as on the permission issued by CAAC, especially the routes and time. File all flight plans as early as possible.
  • Additional passengers to depart on aircraft:
    • Domestic flights - at least one day advance notice required; passenger details must be included.
    • International flights - at least two days advance notice required; passenger details must be included.
  • Slots/parking/permit changes: There is little opportunity to change slots if you are unable to accept the slot time already assigned. CAAC published a NOTAM in March stating that approved permits cannot be altered at will. CAAC will only consider changes if it is due to one of the following:
    • Aircraft malfunction
    • Route restrictions
    • Weather or force majeure

Your Universal Team will assist in changing your schedule to the best of our ability, if necessary. However, there is a risk of losing your current slots, parking, and/or permit through the submission of a revised permit request to CAAC.

Because the outcome of any revision request may or may not be desirable, please consult carefully with your TSS Team when considering potential change requests.

  • Schedule changes are forbidden once permits are approved through 27 August, especially for ZBAA (due to slot conditions).
  • 25 August will be a peak traffic day. All flights operating on this date should expect delays.
  • Handling procedures for business jets may change based on movements of presidential and governmental flights.
  • Aircraft may be towed to re-position for overnight parking.
  • API is strict for inbound flights. Any incorrect or missing crew or passenger information will result in high fines and/or delays.
  • Weapons on board must be declared in advance.
  • Matches and lighters are not allowed on any aircraft (including private) by Chinese authorities. If a security screening reveals that a passenger has a lighter, officers will ask the owner to release the lighter fluid; the captain must then sign a consent form for the lighter to be on board.
  • Beverages with alcohol content above 40% are not permitted on any aircraft (including private).
  • Catering - Meal orders should be submitted at least 24 hours in advance. Food and dry goods should be selected from the AOC suggestion menu; special orders may not be available.

NBAA Reminds News Outlets of Security Measures Already in Place for GA

"Following a front-page USA Today story published last week about the Transportation Security Administration's ongoing review of general aviation (GA) security measures, NBAA reminded inquiring reporters that security is a top priority for the industry, and a host of measures have been put in place since the 9/11 terrorist attacks to ensure that aircraft, airports and passengers are safe and secure. 'Some of the measures that have been introduced, for instance, include government cross-checks of the records of pilots and aircraft against terrorist watch lists,' NBAA spokesman Dan Hubbard told CBS radio news for a story that aired on CBS affiliates across the country. While NBAA will continue emphasizing with federal officials that any new policies must balance the need for security with mobility, the Association will also keep working to ensure that news organizations are aware of the security measures already in place. DOT Releases SIFL Rates for Second Half of 2008

"The U.S. Department of Transportation (DOT) recently released Standard Industry Fare Level (SIFL) rates for the six-month period from July 1 to December 31. These data are necessary when applying the Internal Revenue Service (IRS) aircraft valuation formula to compute values of non-business transportation aboard employer-provided aircraft. The data also are needed to impute the income of the traveling employee, as required by the IRS Rules Section 1.61-21(g). ADIZ Familiarization Training Mandated for Pilots

"The Federal Aviation Administration (FAA) last week issued a final rule that requires all pilots flying under visual flight rules within 60 nautical miles of the Washington (DCA) VOR to undergo the online special awareness training for the Washington, DC-metropolitan area. Pilots must be in compliance with this rule by February 9, 2009 and able to present their certificate of completion of the course at the request of an authorized representative of the FAA, National Transportation Safety Board or TSA or any federal, state or local law enforcement officer. IRS Notice on Passive Loss Rules Could Create Tax Trap

"On 4 August, the Internal Revenue Service (IRS) issued Notice 2008-64 alerting taxpayers of regulations providing that taxpayers who wish to group activities together for passive loss purposes must file election statements with their income tax returns. Companies that file the required elections with their tax returns will not be adversely affected. However, companies that fail to file the election forms must treat every activity as a separate activity for passive loss purposes. This could result in substantial adverse tax consequences for companies that lease aircraft, even to related lessees. It could also have adverse tax consequences for companies that place their aircraft with a charter operator. Low / No Fuel Announcements
  • (ALL - Brazil) Brazilian-based customers, or those international operators continuing operations within Brazil, cannot fuel via UVair® card or fuel authorization at domestic airports within Brazil. (Domestic airports do not have on-site customs office, and are classed "not an airport of entry.") If clients must fuel at SBSP, SBNF, SBSR, SBAQ, SBCY, fuel credit may be obtained through the handling agent. Handlers purchase fuel direct from the supplier, pay in local currency, and incur all taxes, duties, and fees as applicable. UVair is then invoiced by the handler in USD; as such, fuel prices will be nearly double the UVair price estimate, since taxes, duties, and fees-plus a 15% administrative fee-will be added. Standard UVair pricing within Brazil includes taxes duties and fees as applicable only to international operations.
  • (ALL - Western Canada) Confirm fuel availability at these western Canadian airports: Calgary (CYYC), Edmonton- International Airport (CYEG), Edmonton-Blatchford Field (CYXD), Grande Prairie (CYQU), Fort McMurray (CYMM), Yellowknife (CYZF), Saskatoon (CYXE), Regina (CYQR), and Winnipeg (CYWG).
  • (ALL - France) All aircraft must present a valid Aircraft Operator Certificate (AOC) as proof of exemption prior to fueling, or be subject to VAT of 19.6 percent.
  • (DGAA) Accra, Ghana - fuel will only be given during these set hours through September:
    • 0430-1030Z and 1630-2330Z on Mondays
    • 0800-2320Z on Tuesdays
    • 0900-1245Z and 1530-2315Z on Wednesdays
    • 0800-2320Z on Thursdays
    • 0800-2300Z on Fridays
    • 0800-0930Z and 1230-2315Z on Saturdays
    • 0700-2300Z on Sundays
  • (EIDW) Dublin - authorization to fuel with passengers on board must be requested on day of arrival. If permission is given, an overseer with vehicle must standby until fueling is complete to ensure passengers can evacuate in case of an emergency. All aircraft must present a valid Aircraft Operator Certificate (AOC) as proof of exemption prior to fueling, or be subject to VAT of 13.5 percent.
  • (EPWR) Wroclaw, Poland now has UVair fuel available.
  • (FAJS) Johannesburg, South Africa has an unreliable fuel supply. Advise fuel volume requirements on your fuel request and confirm availability.
  • (FGSL) Malabo, Equatorial Guinea has no fuel until further notice.
  • (FKKR) Garoua, Cameroon has a limited fuel supply. Advise requirements on your fuel request and confirm availability.
  • (FLLS) Lusaka, Zambia has no fuel available until further notice.
  • (FZQA) Lubumbashi, Democratic Republic of the Congo has no fuel available until further notice.
  • (FZWA) Mbuji-Mayi, Democratic Republic of the Congo has no fuel available until further notice.
  • (HHAS) Asmara, Eritrea has no fuel until further notice.
  • (HLKF) Kufrah, Libya - only national and VIP flights will be fueled. No fuel will be provided to flights departing for out-of-country destinations.
  • (HTZA) Zanzibar Island, Tanzania has an unreliable fuel supply. Advise fuel volume requirements on your fuel request and confirm availability.
  • (LEVC) Valencia, Spain - all fuel operators will be charged an additional fee, estimated at $35 USD, for fueling at the south aircraft parking zone.
  • (LFMN) Nice, France - expect fueling delays for the rest of the summer. Consider tankering fuel as commercial operators take priority.
  • (MTPP) Port-au-Prince, Haiti has no fuel available for ad hoc flights (including UVair) until further notice. Special exception made to military flights on a case-by-case basis.
  • (NSFA) Apia, Samoa - fuel supply is now available.
  • (OMDB) Dubai, United Arab Emirates - expect lengthy fueling delays due to the logistics of transporting fuel at a large airport, and that commercial operators always take first priority. Fueling on arrival is recommended. Request that handler direct the fuel truck and driver to stand by at parking position to minimize delays.

  • (ALL - Russia) All traffic from Russian Federation airspace bound for the Republic of Georgia, as well as aircraft departing from the Republic of Georgia to the Russian Federation, is prohibited due to inability to ensure flight safety through 8 November. All scheduled or unscheduled charter flights and single flights between Russian Federation and Republic of Georgia are prohibited (regardless of nation of operator or aircraft registry). Alternate routes are recommended.
  • (EGGW) London-Luton will be closed daily between 0001-0530Z from 8-9 November.
  • (EHRD) Rotterdam will be closed daily between 2100-0400Z from 16-19 September.
  • (EHTW) Enschede, Netherlands will be closed until 2359Z on 31 December.
  • (LLBG) Tel Aviv:
    • Closed to General Aviation traffic Sunday through Thursday between 0450-0800L and 1400-1800L through 25 October.
    • Closed to arrivals between 1100Z on 8 October-1930Z on 9 October and departures between 1100Z on 8 October-2030Z on 9 October.
  • (MMUN) Cancun, Mexico will be closed between 0530-1130Z on 22-23 August.
  • (OMAA) Abu Dhabi will be closed between 0030-0250Z on Tuesday; from 0030-0235Z on Wednesday; and from 0030-0200Z daily Thursday-Monday through 30 September.
  • (UAAA) Almaty will be closed on Mondays between 0815-1015Z through 20 October.
  • (UNNT) Novosibirsk, Russia will be closed daily between 0700-0900Z from 30 March through 25 October.

New: Algeria (Capital: Algiers)

Eleven people were killed and 31 wounded in two car bomb attacks Wednesday in the eastern Algerian town of Bouira, Algerian radio reported. The early morning blasts came a day after a massive attack on a police academy claimed 43 lives. One of the attacks targetted a passenger bus parked near the Sophie hotel, in the city centre. The second bomb went off near the military headquarters in Bouira, which is 120 kilometres (70 miles) southeast of the capital Algiers. A security cordon was immediately thrown around the scene of the blasts, witnesses said. The hotel's nightwatchman was in a "state of shock," the radio said, as he was at his post when a powerful explosion rocked the building, blowing out the windows. The blasts could be heard in a radius of several hundred metres (yards), residents told AFP by telephone. There was no immediate claim of responsibility. The radio did not say whether the blasts were the work of suicide bombers. The attacks came only a day after a suicide bomber drove a car packed with explosives into the entrance of a police school killing 43 people and injuring 45 in Issers, 60 kilometers east of Algiers.

New: Zambia (Capital: Lusaka)

President Levy Mwanawasa, a trenchant critic of Zimbabwe leader Robert Mugabe who won praise for his handling of Zambia's inflation-prone economy, died Tuesday in hospital in France aged 59. Mwanawasa, who had been receiving treatment at the Percy Military Hospital near Paris, never recovered after suffering his second stroke in a little over two years at the end of June. Announcing seven days of national mourning, Vice President Rupiah Banda told state television and radio that Mwanawasa died at 10:30 am (0830 GMT). "In order to prepare for the funeral, I suspend business of the house until further notice. Members will be informed as to when the House will resume business," said Amussa Mwanamwambwa, the speaker of the 158-member National Assembly. Mwanawasa, who was regarded as a champion of democracy in Africa, was in a serious car crash 15 years ago and had battled health problems for some years. He suffered his second stroke in Sharm el-Sheikh in Egypt on the eve of an African Union summit there at the end of June.

New: Somalia (Capital: Mogadishu)

Five people are reported to have been killed and at least 17 people wounded after Ethiopian forces fired mortar shells close to Mogadishu's main market, witnesses said. Mohamud Hussein, a mini-bus driver who witnessed Tuesday's attack, said: "Three mortar shells landed in Bakara market and hit traders and customers." Faisal Ali, a resident of the Bakara quarter where the market is situated, said: "I saw two dead bodies and three women injured by mortar shells that crashed onto their house." The violence came as the UN Security Council voted unanimously to renew the mandate of African Union (AU) peacekeepers operating in Somalia for another six months. UN Resolution 1831 also urged all members states to "provide financial resources, personnel, equipment and services for the full deployment" of the AU force, known as Amisom.

New: China (Capital: Beijing)

An earthquake hit southwest China on Wednesday, knocking down houses and forcing around 1,200 people to evacuate from near the site of a devastating quake which killed at least 70,000 people in May, state media said. The quake, measuring five on the Richter scale, jolted western Yunnan province, south of mountainous Sichuan which took the brunt of the May 12 tremor. Many homes collapsed in Sudian Township, the epicenter, nearly 50 km (30 miles) from Yingjiang county seat, and several townships reported damage, but there were no reports of casualties, Xinhua said. A strong earthquake rocked the Sichuan and Gansu province earlier this month, killing one person and injuring 23. Chinese officials have warned of a tough reconstruction task for remote counties in Sichuan, which included housing millions of displaced and impoverished residents and rebuilding the local economy.

New: Georgia (Capital: Tbilisi)

The Kremlin said its forces would pull back from Georgia's heartland by Friday to positions set out under a French-brokered peace plan, amid mounting Western criticism about the slowness of the troop withdrawal. Washington said it had yet to see any serious pullout and accused Russia of targeting civilians and wanting to strangle Georgia. "It's becoming more and more the outlaw in this conflict," U.S. Secretary of State Condoleezza Rice said of Russia, escalating a stream of criticism from Washington. "They intend and probably still do intend to strangle Georgia and its economy," she said in Brussels, where she attended a NATO meeting on the crisis. In Gori, a strategic town on Georgia's main east-west highway, six Russian armored personnel carriers, three tanks and two other vehicles headed towards Russia on Tuesday in what Moscow said was the start of its promised withdrawal. But nearby other Russian troops were seen digging trenches near artillery positions. In parts of western Georgia, far from the breakaway South Ossetia region at the heart of the conflict, Russian forces also showed no sign of preparing to depart.

There are two tropical systems at this time. Typhoon Nuri is 160 miles southeast of Hong Kong, China moving towards the northwest at 08 knots with sustained winds of 65 knots. Tropical Storm Fay is over northern Florida moving towards the west at 02 knots with sustained winds of 50 knots.

VOLCANOES

Etna, Italy has an ash cloud from 12,000 to 7,000 feet, moving toward the southeast at 10 knots. Semeru, Java has an ash cloud from 12,000 feet to the surface, moving toward the southeast at 10 knots. Santa Maria, Guatemala has an ash cloud from 14,000 feet to the surface, moving toward the northwest at 15 knots. Fuego, Guatemala has an ash cloud from 12,000 feet to the surface, moving toward the southwest at 10 knots.

NORTH AMERICA

A cold front moving into the central U.S. will produce showers and isolated thunderstorms. Additional thunderstorms are likely from the Gulf Coast in association with deep tropical moisture. Patchy morning fog is likely along the West Coast. Tropical Storm Fay is over central Florida bringing rainshowers and thunderstorms across the southeast U.S.

ATLANTIC/EUROPE

Low pressure over the northwestern North Atlantic will produce rain along with moderate low-level turbulence. A weak area of low pressure off the Mid-Atlantic coast will produce isolated thunderstorms. A storm system exiting the UK will produce lingering showers along with moderate low-level turbulence. Patchy morning fog is likely across portions of southeastern Europe where high pressure dominates. Low pressure over Scandinavia will produce rainshowers and isolated thunderstorms.

ASIA

Low pressure over western Russia will produce rainshowers along with isolated thunderstorms. Additional afternoon and evening thunderstorms are likely over east-central Russia in association with another storm system. Patchy morning fog is likely along coastal areas of eastern Russia.

SE ASIA/PACIFIC

Isolated thunderstorms are likely over India, Indonesia, and eastern China, especially during the afternoon and evening. Additional thunderstorms are likely over Korea and Japan in association with an area of low pressure. Patchy morning fog is likely over portions of northeastern China. Isolated thunderstorms are likely over the central North Pacific in association with a complex frontal system. A series of weak storm systems over the central and eastern North Pacific will produce mainly just rainshowers.

SOUTH AMERICA

Thunderstorms are expected across mainly northern South America. Isolated thunderstorms are likely over southeastern Brazil in association with the tail end of a cold front. Patchy morning fog is likely over southeastern Brazil and northeastern Argentina.

AFRICA

Clusters of thunderstorms will continue mainly over the central and western portion of the continent. Patchy morning fog is likely along portions of the Ivory Coast.

AUSTRALIA/SOUTH PACIFIC

Patchy early morning fog is likely over portions of southwestern and southeastern Australia. A strong storm system approaching New Zealand will produce rainshowers, isolated thunderstorms and strong winds, resulting in moderate low-level turbulence.
